LOL! Perhaps we should ask Disney. It is interesting how cartoons these days influence kids to keep their shirts/pants on by putting clothing on cartoon characters such as Donald Duck, Speedy Gonzales and Porky the Pig. The only characters who don’t wear clothes are the ones who have no dialect such as Pluto and Willie the Coyote.
Most of the Looney Tunes don’t wear clothes of any sort. Bugs, Daffy, Sylvester, Foghorn etc. Disney characters more typically have the shirt-but-no-pants thing, but a lot of them don’t have clothes too – Baloo in Jungle Book, Rabbit in Winnie the Pooh, probably others I can’t think of off the top of my head

It’s funny you should ask, when we take our dog to the nudist resort, we take off his collar!

None of those characters wear pants, I think.
