Although I don’t live in Queensland but have visited the place I have tried to find out more about this since I myself love to drive naked and done so on many occasions such as on a trip from our local nudist club in Perth to an ANF nudist convention near Adelaide, a 2600km trip in a convoy with members from our club.

Generally you are allowed to be nude as long as you cannot be seen from a public place here in Australia, even in Queensland. There seems to be nothing in the road rules about what one has to wear apart from seat belts when driving a car.
I find driving naked most comfortable especially when it is hot but I always have a towel under my seat so I can cover myself in an instant should I ever get stopped or have to leave the car in a hurry. On our trip to Adelaide some of us had a sarong ready, especially the girls. That road is usually not very busy anyway.
As is always the case, where there is no accuser, there is no judge, so my advice is to be careful and try not to get into situations where you have to leave the car in a hurry with no cover ready. Most laws on nudity are notoriously imprecise and open to interpretation which is a cause of constant frustration.
